Yes, you would need either RSVP or Tickets addon with ActionUser addon. With them, guests will be able to sign in before joining in the video. In actionUser event manager, the admin can see who signed in already.
With RSVP, you can restrict user from seeing pre-event information until they RSVP. RSVP will also offer guests to sign-in before joinin the live video.
